Catalogue of potential legal and economic barriers and facilitators of energy citizenship
This report analyses the legal and the economic framework for energy communities and describesmajor barriers and facilitators to citizens’ activity and engagement in community energy projects. The analysis reveals several pathways to overcome existing barriers and to facilitate citizens’ engagement in such projects, thus strengthening energy citizenship
